The best way to overcome the communication obstacles is to be proactive and broaden the scope of organizational stakeholder that you engage on ongoing basis.
The benefit of being proactive is that you will be able to identify the core issues that are impeding the flow of ideas and the understanding of the risk and opportunities faced by the organization.
middle management might not be the decision makers but they are clearly exposed to ethical issues in the workplace all the time and the challenge for upper management is to understand what those issues are and systematically prioritize them in order to come -up with plans of actions that can lead to early resolution and more transparent communication. A proactive approach is best implemented by systematically opening the chanels of communications.
